While selecting your cabbie, press L1 and R1 together three times. Select the character and you should hear a bell. 

Turn Off Arrow

To disable the arrow, right before the character select screen appears, hold R1 and Start and you should see the word "NO ARROWS."

Another Day

When you are at the character selection screen press R1 and then hold it while selecting a cabbie. The stage will now be altered.
